Proper manufacturing and labeling are important aspects of putting a cosmetic product on the market. FDA regulates cosmetic labeling laws under the authority of both the Federal Food, Drug, and Cosmetic Act (FD&C Act) and the Fair Packaging and Labeling Act (FPLA). By law you must identify the manufacturer or distributor on the cosmetic label and have a way to reach them. Cosmetic ingredients must be listed on your label in the order they appear in your formula. The ingredients must be identified by their botanical name. The department of weights and measures requires the actual weight of the cosmetic product in both standard and metric to be displayed on the label.
